The Brookings Institution 1775 Massachusetts Avenue NW, Washington, DC 20036 PrescriPtion drugs play a central role in managing chronic illness and other health problems facing the elderly. until recently, however, Medicare provided no insurance for most outpatient prescription drugs. Many elderly Americans, facing large out-of-pocket drug costs, failed to obtain the medicines needed to treat major chronic illnesses such as congestive heart failure and diabetes.
